Can I gain residency for a University while in community college?

I would really like to go to Colorado State University, but i live in California, and the tuition for non-resident students is about 20-30 THOUSAND dollars more than for residents!!! I can't afford that! but i really wanna get out of California since i've lived in the same town my whole life. If i go to a community college in Colorado for a year, then move to CSU, can i pay residential prices? i heard you can't gain your residency while in school. is that true??
