Low carb diet but at least 130 -14 grams carbs okay to have?

would it be okay to have a diet low carb but i know u need carbs to survive well so was thinking cause they say the recommened amount would be 130 so thinking 130-140 of carbs only a day and rest low fat protien source. but keeping well nutritious meals not over indulging in fat and cholesterol. would that be okay plus exercisise 45 mins
