Should my cats be doing this?

I have an 11 month old male neutered cat and a 3 month old male kitten. The 11 month old is chasing the kitten through the house and pouncing on him whenever he can get a chance. I separate them when it looks like he's being a bit rough. Is this normal for them to behave this way? Are they getting used to one another/establishing dominance? Thanks for your answers!
