I have a runt kitten?

i got two kittens, one is a runt, and she eats, drinks, and sleeps normal. She goes to the bathroom in the liter box, but her little is always swollen? Also pieces of her poop gets stuck in her hair, but could that only be because shes long haired? She seems healthy, just small and has a swollen .
