How can a guy make it so obvious yet be so shy?

I've have this situation with a German guy. I met him first day whilst talking to a professor, I didnt notive him at first and caught him staring at me he came over to join us and was just staring intently into my eyes holding my gaze until i looked away. His whole face lit up like a deer in the headlights and we locked eyes for what seemed like ages. I caught his eye again and he raised his eyebrows. and had those same wide glossy eyes.Now we keep catching each others eye and smiling. I was walking upto cl where he was waiting outside and he was watching me the whole time and he got so flustered when I arrived he fled even forgetting his bag! Does this guy like me and am i making him nervous
